About PlugRule
PlugRule tracks the state-by-state legalization of plug-in (“balcony”) solar in the United States. The movement started with Utah’s HB 340 in 2025 and is spreading fast — but the rules differ in every state, and most coverage goes stale the week it’s published. We keep one permanently updated page per state.
Methodology
- Legal status is compiled from state legislature records and the Bright Saver national tracker, reviewed on a two-week cycle.
- Electricity rates are EIA residential averages (estimates; your utility’s tariff may differ).
- Production estimates use average state peak sun hours with a 23% system-loss factor.
